Because Putin's goal is not to stop NATO—it is to restore a sphere of influence. The West's 'encirclement' is a boogeyman: NATO has never attacked Russia, while Russia has attacked Georgia in 2008, Ukraine in 2014 and 2022, and has used chemical weapons on its own soil.
